State Liberal
Mexico under the PRI (mid-20th century) exemplifies State Liberalism. The state controlled strategic industries like oil (PEMEX) while allowing private enterprise to flourish. While formally democratic, the PRI dominated politics through patronage networks, electoral fraud, and repression of dissent (e.g., the 1968 Tlatelolco massacre). The system tolerated some freedoms but suppressed serious political threats.
What it believes
Rights are not self-executing: a vigorous state must break private tyrannies — trusts, segregation, company towns — because liberty's enemies are often richer than the government. Freedom through public power, not from it.
The appeal
Trust-busting, civil-rights enforcement, and the regulatory state all live here: every time liberty needed a marshal rather than a referee, this cell supplied one. It is liberalism that remembers Little Rock needed the 101st Airborne.
Where it breaks
The marshal doesn't disband when the emergency ends: agencies accrete, surveillance expands under liberal flags, and yesterday's liberation apparatus becomes tomorrow's unaccountable power — the very thing it was built to break.
