§ Where Jens Stoltenberg stands
3 axesStoltenberg defends Norway's high-tax universal welfare state and large public ownership, and he guarded the oil fund through the fiscal rule his first government introduced in 2001, which limits annual spending of oil revenue to roughly the fund's expected real return. He is also a market-minded economist: the same government part-privatised Statoil and Telenor, a modernising streak that keeps him short of the socialist left.
A parliamentary democrat, Stoltenberg answered the 2011 attacks with a promise of more democracy and more openness rather than new emergency powers, and the perpetrator was tried in open court under ordinary criminal law in 2012. As NATO secretary general from 2014 he worked by consensus among member governments, and at home he accepted political responsibility after the 22 July Commission's critical report of 2012.
Stoltenberg is a mainstream social liberal. His red-green government passed the gender-neutral Marriage Act of 2008, opening civil marriage and joint adoption to same-sex couples from 2009, and expanded kindergarten provision to support working parents. His heterodox edge lies in his pragmatism: after 2011 he presented himself as a unifying national figure rather than a cultural campaigner.

LivingJens Stoltenberg (born 1959) is a Norwegian Labour politician who served as prime minister in 2000–2001 and 2005–2013 and as secretary general of NATO from 2014 to 2024. The son of the diplomat and cabinet minister Thorvald Stoltenberg, he trained as an economist at the University of Oslo, led the Labour youth league in the late 1980s and served as minister of industry and energy and then of finance in the 1990s before first becoming prime minister in March 2000.
His second premiership, at the head of a majority coalition with the Socialist Left and Centre parties, was defined by 22 July 2011, when a far-right extremist bombed the government quarter in Oslo and massacred young people at the Labour youth camp on Utøya, killing 77 in all. Stoltenberg's call for more democracy and more openness won wide praise, though a 2012 commission sharply criticised the government's security preparedness. At NATO he steered the alliance's response to Russia's war against Ukraine and the accession of Finland and Sweden, and in 2025 he returned to Norwegian politics as finance minister.
