Ardern governed a market economy with an active, redistributive state. Her government passed the Child Poverty Reduction Act 2018 with legal targets, raised the minimum wage each year, added maximum employment to the Reserve Bank's mandate and in 2019 presented a wellbeing budget that judged success by health and social outcomes as well as growth. She ruled out a capital gains tax in 2019, marking the limits of her redistribution.

§ The story

Living

Jacinda Kate Laurell Ardern (born 1980) is a New Zealand politician who was prime minister from 2017 to 2023. Raised in small towns on the North Island, she studied communications at the University of Waikato, worked in the office of Prime Minister Helen Clark and later in the British Cabinet Office, and served as president of the International Union of Socialist Youth. Elected to parliament in 2008, she became Labour leader only weeks before the 2017 election and formed a coalition government, becoming at 37 the world's youngest female head of government.

Ardern drew global attention for her response to the March 2019 Christchurch mosque attacks, in which a gunman killed 51 Muslim worshippers: she embraced the victims' families, refused to speak the killer's name and pushed through a ban on most semi-automatic weapons. Her elimination strategy kept COVID-19 deaths low in 2020, and that October Labour won the first single-party majority under New Zealand's proportional voting system. Critics faulted her government on housing costs, inflation and slow delivery. She resigned in January 2023, saying she no longer had enough in the tank.
