Yet he stopped short of the free-market pole: he called for moralising financial capitalism after 2008, created a state strategic investment fund and introduced the RSA income supplement in 2009.
Sarkozy centralised decisions in the Élysée and favoured tough law-and-order measures, from minimum sentences for repeat offenders in 2007 to preventive detention for dangerous offenders in 2008. His 2008 constitutional reform cut the other way, limiting presidents to two consecutive terms, giving Parliament more control of its agenda and letting litigants challenge laws before the Constitutional Council, so he leans only moderately toward authority.
In 2007 Sarkozy created a ministry of immigration and national identity; in 2010 his government dismantled Roma camps and expelled many of their residents, and banned full-face coverings, including the niqab, in public places. He also appointed women of North African descent, including Rachida Dati as justice minister, to senior posts, a modern touch that keeps him moderately rather than strongly traditional.

LivingNicolas Sarkozy (born 1955) is a French politician who served as president of the Republic from 2007 to 2012. The son of a Hungarian immigrant father, he trained as a lawyer and rose through the Gaullist RPR as mayor of the wealthy Paris suburb of Neuilly-sur-Seine from 1983 to 2002. He was budget minister from 1993 to 1995 and, under Jacques Chirac, interior minister and finance minister, building a reputation for hard-line policing before defeating the Socialist Ségolène Royal in the 2007 presidential election.
Sarkozy promised a rupture with French complacency and governed in a style critics called the hyper-presidency, passing tax cuts, a law on university autonomy and a pension reform, and returning France to NATO's integrated command in 2009. He led European diplomacy during the 2008 Russia–Georgia war and the financial crisis, and backed the 2011 intervention in Libya, before losing to François Hollande in 2012. In 2024 France's highest court upheld his conviction for corruption and influence peddling, and in 2025 a Paris court convicted him of criminal conspiracy over alleged Libyan funding of his 2007 campaign, a ruling he appealed.
