Mengistu's Derg imposed a Soviet-style command economy. The 1975 proclamation nationalising all rural land abolished the old landlord system, banks, insurers and large industries were taken over the same year, and peasants were pushed into producer cooperatives and state farms, culminating in the villagisation campaign of the mid-1980s and compulsory grain quotas sold at fixed state prices.

His was military one-party rule enforced by terror. The Derg executed some sixty former officials without trial in November 1974, and during the Red Terror of 1977–78 security forces and neighbourhood committees killed suspected members of rival leftist groups such as the EPRP. The 1987 constitution formalised a one-party state led by his Workers' Party of Ethiopia.

Mengistu imposed secular Marxist modernisation from above. The Derg abolished the Solomonic monarchy, ended the Orthodox Church's privileged status and deposed its patriarch in 1976, and sent students into the countryside on the Zemecha development campaign. His appeal to Ethiopian unity against Eritrean and other separatist movements kept a nationalist streak that moderates this progressive lean.

§ The story

Historical

Mengistu Haile Mariam (b. 1937) is a former Ethiopian army officer who ruled Ethiopia from 1977 to 1991. A major representing the army's Third Division, he became a leading member of the Derg, the military committee that deposed Emperor Haile Selassie in September 1974, and emerged as its sole leader after a deadly shoot-out with rivals in February 1977. He went on to head the Workers' Party of Ethiopia, founded in 1984, and served as president of the People's Democratic Republic of Ethiopia from 1987 to 1991.

Under Mengistu the Derg allied with the Soviet Union and Cuba, nationalised land and industry and fought armed opponents in Eritrea, Tigray and the Ogaden. The Red Terror of 1977–78 killed tens of thousands of suspected opponents, by most estimates, and forced resettlement during the famine of 1983–85 deepened the suffering. As rebel forces closed in on Addis Ababa in May 1991 he fled to Zimbabwe, where he received asylum. An Ethiopian court convicted him of genocide in absentia in 2006, and in 2008 the Supreme Court sentenced him to death.

What is Mengistu Haile Mariam's political ideology?

Mengistu is a former Marxist-Leninist military ruler: on the 99ideologies three-axis compass, a Heterodox Stalinist-Marxist. Economically he sits far to the left (−93), having nationalised land, banks and industry under a planned economy. On governance he is near the authoritarian extreme (+96), as head of a military junta and later a one-party state that ruled through the Red Terror, and socially he leans slightly progressive (+15), having imposed secular modernisation tempered by Ethiopian nationalism.

Is Mengistu Haile Mariam left-wing or right-wing?

Left-wing. Mengistu's Derg declared Ethiopia a socialist state, aligned it with the Soviet Union and Cuba, nationalised rural land in 1975 and organised the economy along Soviet lines, eventually creating a Marxist-Leninist vanguard party in 1984. His rule was also military and intensely nationalist, defending Ethiopia's borders against Eritrean, Tigrayan and Somali forces, but its ideology and economic programme place it firmly on the far left.

What was the Ethiopian Red Terror?

The Red Terror was the Derg's campaign of mass violence against its opponents, at its height in 1977–78. Mengistu launched it publicly against the Ethiopian People's Revolutionary Party, a rival Marxist group whose urban assassination campaign the regime called the White Terror, but it engulfed students, intellectuals and anyone suspected of disloyalty. Security forces and neighbourhood committees carried out arrests, torture and summary executions, killing tens of thousands by most estimates, and the campaign was central to his 2006 genocide conviction.
