3 axesJackson voted with organised labour and defended New Deal programmes, but he was equally close to business, above all the aerospace and defence firms that dominated Washington state's economy, which earned him the nickname 'the senator from Boeing'. Growth and military-industrial strength mattered more to him than redistribution, which places him modestly on the market side of centre.
Jackson wanted a powerful national-security state to contain the Soviet Union. He backed the Vietnam War, insisted through his 1972 amendment to the SALT I agreement that future arms treaties must not leave the United States with inferior forces, and opposed SALT II. His Jackson–Vanik Amendment used trade policy to press Moscow on emigration and human rights.
Jackson was a socially traditional Cold War Democrat by the standards of the 1970s. He voted for the Civil Rights Act of 1964 and the Voting Rights Act of 1965, but he was hostile to the New Left and the counterculture, and in his 1972 presidential campaign he stressed opposition to court-ordered school busing, setting himself against the McGovern wing of his party.

HistoricalHenry Martin 'Scoop' Jackson (1912–1983) was a Democratic senator from Washington state from 1953 until his death. Born in Everett to Norwegian immigrant parents, he trained as a lawyer, made his name as a county prosecutor and entered the House of Representatives in 1941. In the Senate he chaired the Interior Committee, served for decades on the Armed Services Committee and twice sought the Democratic presidential nomination, in 1972 and 1976, losing both times.
Jackson combined New Deal liberalism at home with uncompromising anti-communism abroad. He backed civil-rights laws and sponsored the National Environmental Policy Act of 1969, yet he supported the Vietnam War, opposed détente with the Soviet Union and secured the Jackson–Vanik Amendment of 1974, which tied trade with communist states to freedom of emigration, chiefly for Soviet Jews. His office trained aides such as Richard Perle and Elliott Abrams, and many 'Scoop Jackson Democrats' later served Ronald Reagan as neoconservatives. Critics called him the senator from Boeing for his defence-industry ties.
