§ Where Samwise Gamgee stands

3 axes
Samwise Gamgee
Point = economic × governance · side bar = social
Economic−24
SocialistMarket

Sam belongs to a society of small proprietors, where hobbit families farm their own land, craftsmen keep their trades and wealth is modest and widely spread. The Scouring of the Shire, in The Return of the King (1955), shows the alternative: Saruman's men seize produce through so-called gatherers and sharers, pull down homes and build a polluting mill. Sam responds by replanting with Galadriel's gift, restoring an economy of gardens and small holdings.

Governance+42
LibertarianAuthoritarian

Sam's ideal order rests on custom, family and deference rather than on the state. The Shire of the 1954–55 novel has hardly any government beyond a Mayor, a Thain and a few shirriffs, yet hobbits keep its ancient rules willingly, and Sam knows his place as Frodo's devoted servant. When Saruman's men impose new rules, Sam helps rouse the hobbits against them, and he later serves seven terms as elected Mayor.

TraditionalProgressive

Sam is deeply traditional: loyal to his master and his kin, he trusts the sayings of his father, the Gaffer, and wants nothing more than to marry Rosie Cotton, tend his garden and raise a family, which he does, with thirteen children. Tempted by visions of power while carrying the Ring at Cirith Ungol in The Return of the King (1955), he rejects them, knowing that one small garden of his own is all he needs.

§ The story

Fiction

Samwise Gamgee is the hobbit gardener who accompanies Frodo Baggins on the quest to destroy the One Ring in J. R. R. Tolkien's The Lord of the Rings, published in three volumes in 1954–55. Son of the old gardener Hamfast Gamgee, he tends the garden at Bag End, follows Frodo to the fires of Mount Doom, carrying him up the mountain when his master can go no further, and returns to restore the Shire, marry Rosie Cotton and serve seven terms as its Mayor.

Tolkien said that Sam reflected the English private soldiers and batmen he had known in the First World War, and the character embodies the dignity of humble, rooted lives. His Shire, a land of small farms, family holdings, gardens and crafts with hardly any government, has become a touchstone for distributists, agrarians and localists. The chapter The Scouring of the Shire, in which Saruman's ruffians regiment the hobbits and fill the land with ugly new buildings, is often read as a warning against both bureaucratic control and industrial blight. Sean Astin played Sam in Peter Jackson's films of 2001–2003.

§ Common questions

4 answers

What is Samwise Gamgee's political ideology?

Samwise Gamgee embodies the small-holding, home-loving ideal of Tolkien's Shire: on the 99ideologies three-axis compass, a Traditional Distributist. Economically he leans left of centre (−24), belonging to a society of small farms, gardens and crafts where property is widely held and no great fortunes dominate. On governance he leans toward order (+42), trusting custom, family and deference over state power, and socially he is strongly traditional (−55), loyal to master, kin, home and the rhythms of rural life.

Is Samwise Gamgee left-wing or right-wing?

Neither label fits well, though he leans to the traditionalist right. Sam is a working man who distrusts the powerful, scorns greed and resists an occupation that seizes goods and wrecks homes, sympathies sometimes claimed by the left. But his deference to his master, his attachment to custom and his contentment with a modest inherited place reflect a conservative, agrarian vision. Tolkien himself wrote in a 1943 letter that his political opinions leaned toward anarchy, in the sense of abolishing control, or to unconstitutional monarchy.

Is the Shire a distributist society?

In many respects, yes, though Tolkien never used the label. The Shire is a land of small farms, family holdings, independent craftsmen and modest inns with hardly any government, the kind of society of widely spread property that Chesterton and Belloc advocated, and Tolkien shared their Catholic faith. Commentators often call it distributist, and Sam's wish for one small garden of his own fits the ideal. But Tolkien insisted that his work was not allegory, and the Shire draws above all on the English countryside of his childhood.
