Scholz is a centre-left social democrat by label but a fiscal centrist in practice. His government raised the minimum wage to 12 euros in 2022 and replaced the Hartz IV system with the Bürgergeld citizens' income in 2023, yet it kept Germany's constitutional debt brake and financed crisis spending through special funds, a balance that places him only marginally left of centre.

Governance+6
LibertarianAuthoritarian

Scholz is a cautious, rule-bound manager who prefers incremental consensus to bold gestures, and he spent three years holding together a fractious coalition. His Zeitenwende speech of 27 February 2022 committed Germany to rearmament and a stronger state role in security and energy, and his government later tightened deportation rules and border controls, which tilts him slightly toward the authoritarian side of the centre.

Social+8
TraditionalProgressive

His coalition passed a modernised citizenship law allowing dual nationality in 2024, the Self-Determination Act on legal gender recognition and a partial legalisation of cannabis, all mildly progressive reforms. Scholz himself avoids culture-war rhetoric and hardened his line on irregular migration, which keeps him close to the centre with a slight progressive tilt.

§ The story

Living

Olaf Scholz (born 1958) is a German Social Democratic politician who served as chancellor of Germany from December 2021 to May 2025. Born in Osnabrück and raised in Hamburg, he trained as a lawyer specialising in labour law and rose through the SPD, serving as the party's general secretary from 2002 to 2004, federal labour minister from 2007 to 2009 and first mayor of Hamburg from 2011 to 2018. As vice-chancellor and finance minister in Angela Merkel's last coalition, he led the SPD's campaign to a narrow first place in the 2021 federal election.

Scholz headed the first traffic-light coalition at federal level, joining the SPD with the Greens and the liberal Free Democrats. Three days after Russia's full-scale invasion of Ukraine he proclaimed a Zeitenwende, a turning point, creating a 100-billion-euro fund for the armed forces and accelerating Germany's move away from Russian gas, though critics faulted his caution over supplying heavy weapons to Ukraine. His coalition collapsed in November 2024 after he dismissed his finance minister, Christian Lindner, and after losing a confidence vote and the February 2025 election he was succeeded by Friedrich Merz.
