§ Where Mario Draghi stands

As Treasury director-general in the 1990s he privatised state firms, and as ECB president he paired emergency intervention, from the 2012 Outright Monetary Transactions pledge to quantitative easing from 2015, with demands for structural reform in member states. His 2024 competitiveness report called for large joint EU investment, a mix that sits just right of centre.
Draghi is an institutionalist par excellence, trusted to lead independent central banks and, in 2021, a national-unity government backed by nearly every party in the Italian parliament. Critics argued that unelected technocrats wielded too much power during the euro crisis, and his government made a Covid-19 health pass compulsory for all workplaces in 2021, which tilts him slightly toward the authoritarian side.
Draghi presents himself as undogmatic and results-focused, rarely taking positions on contested cultural questions. Jesuit-educated and personally reserved, he left divisive civil-rights legislation such as the Zan bill against homophobic violence to parliament, which rejected it in 2021, a reticence that places him fractionally on the traditional side of the centre.

LivingMario Draghi (born 1947) is an Italian economist and central banker who served as president of the European Central Bank from 2011 to 2019 and as prime minister of Italy from 2021 to 2022. Born in Rome, he studied under Federico Caffè at Sapienza University and earned a doctorate at the Massachusetts Institute of Technology. He was director-general of the Italian Treasury from 1991 to 2001, overseeing a wave of privatisations, then worked at Goldman Sachs International and served as governor of the Bank of Italy from 2006 to 2011.
At the ECB Draghi confronted the euro crisis. His July 2012 pledge in London to do whatever it takes to preserve the euro, backed by the Outright Monetary Transactions programme, calmed bond markets without a single purchase being made under it, and he later introduced negative interest rates and large-scale quantitative easing, which German critics challenged in court as overstepping the bank's mandate. Called to lead a national-unity government in 2021, he steered Italy's pandemic recovery plan until coalition partners withdrew support in July 2022. His 2024 report on European competitiveness urged a large increase in joint investment.
