His governments granted vast concessions, often first to cronies who resold them to foreign firms, and the 1922 Hydrocarbons Law, drafted with oil-company input, set low royalties and taxes. The windfall made Gómez Venezuela's largest landowner while allowing the state to pay off its entire foreign debt in 1930.
Gómez ruled absolutely for 27 years. He governed through the army he professionalised, a network of informers and prisons such as La Rotunda in Caracas and the fortress at Puerto Cabello, where opponents were held in heavy leg irons. He installed figurehead presidents when convenient while keeping command of the army, and he crushed the 1928 student protests and the failed military uprising that followed.
Gómez was a rural Andean caudillo who governed Venezuela much as he ran his estates around Maracay. He trusted relatives and fellow Tachirenses with key posts, invested little in public schooling, treated the Catholic Church and rural hierarchy as pillars of order, and answered the 1928 student generation's demands for modern liberties by jailing its leaders.

HistoricalJuan Vicente Gómez (1857–1935) was a cattle rancher from the Andean state of Táchira who ruled Venezuela as dictator from 1908 until his death. He rose as the military right hand of Cipriano Castro, joining the 1899 march from the Andes that put Castro in power and defeating the Liberating Revolution rebellion that ended in 1903. Serving as Castro's vice president, he seized power in 1908 while Castro was in Europe for medical treatment, and he remained the country's master for 27 years, at times ruling through figurehead presidents.
Gómez ended the civil wars of caudillo Venezuela by building a professional national army and a network of loyal regional chiefs, and his era turned the country into a petro-state. Generous concessions drew Royal Dutch Shell and American companies, the 1922 Barroso blowout revealed the riches of Lake Maracaibo, and by the late 1920s Venezuela was the world's leading oil exporter. Oil revenue let him pay off the foreign debt in 1930, but he ran the state like a family estate, amassed an enormous fortune and jailed opponents, including the student Generation of 1928.
