Friedman treats governance itself as a product that should face market competition. Through The Seasteading Institute, founded in 2008, he promoted ocean communities with minimal taxation and privately supplied services, and through Pronomos Capital, launched in 2019, he invests in privately developed cities run under their own rules, extending the logic of free markets from goods and services to law and government.

LibertarianAuthoritarian

His central idea is exit rather than voice: instead of winning elections, people should be able to leave one system and join or found another. His 2009 essay Beyond Folk Activism in Cato Unbound argued that libertarians waste effort on persuasion and voting and should instead build new institutions, and seasteading was conceived to let small communities govern themselves outside the reach of existing states.

Friedman's social outlook follows from his commitment to choice and experimentation. He argues that communities should be free to adopt very different rules on personal and moral questions, permissive or conservative, provided members can leave, and seasteading was promoted from 2008 as a way to let many such experiments run side by side rather than imposing one code on everyone.

§ The story

Historical

Patri Friedman (born 1976) is an American activist, entrepreneur and investor, best known as a co-founder of the seasteading movement. The grandson of the economist Milton Friedman and son of the anarcho-capitalist theorist David Friedman, he worked as a software engineer at Google before co-founding The Seasteading Institute in 2008 with Wayne Gramlich, backed by a $500,000 donation from the investor Peter Thiel. He led the institute as its executive director in its early years.

Seasteading proposes permanent floating communities in international waters, where groups could try new political and legal systems free of existing states. Friedman argues that governments are an industry with too little competition and that cheap exit would force better governance, an idea he later pursued on land through charter cities, founding the venture fund Pronomos Capital in 2019 to back new cities. Critics call such projects escapist havens for the wealthy, while supporters see them as laboratories of governance. The institute's 2017 agreement to build a floating settlement in French Polynesia lapsed amid local opposition.

§ Common questions

4 answers

What is Patri Friedman's political ideology?

Patri Friedman is a libertarian who argues for competition among governments, chiefly through seasteading and new privately run cities: on the 99ideologies three-axis compass, a Minarcho-Capitalist. Economically he sits at the market extreme (+100), treating even law and governance as services to be supplied competitively. On governance he is strongly libertarian (−75), favouring exit and self-governing communities over existing states. The compass leaves his social axis unrated; his own emphasis is on letting each community choose its own rules.

Is Patri Friedman left-wing or right-wing?

He belongs to the libertarian right. Friedman favours minimal taxation, private provision of services and competition between jurisdictions, and his projects have been funded by figures such as Peter Thiel, positions far from the left's preference for redistribution and democratic regulation. But he rejects conventional conservative politics too: his strategy is to bypass elections and existing states altogether, and he presents seasteading as open to communities of any social character, so his politics are better described as experimental libertarianism than as partisan conservatism.

What is seasteading?

Seasteading is the idea of creating permanent, self-governing settlements at sea, beyond the territorial waters of existing states, so that people can experiment with new forms of government. The Seasteading Institute, which Friedman co-founded in 2008 with Wayne Gramlich and seed money from Peter Thiel, made the idea widely known, with proposals ranging from modular floating platforms to converted ships. By the early 2020s no permanent self-governing seastead had been established: the institute's 2017 agreement with French Polynesia lapsed, and Friedman himself turned to charter cities on land through Pronomos Capital in 2019.
