§ Where Alberto Fujimori stands
3 axesFujimori imposed one of the most radical liberalisations in Latin America. The August 1990 Fujishock lifted price controls and subsidies overnight, and his government then cut tariffs, freed capital flows, privatised telecommunications, mining, electricity and banks, and opened the economy to foreign investment. Inflation, which exceeded 7,000 per cent in 1990, fell to single digits by the late 1990s.
Fujimori's self-coup of 5 April 1992 dissolved Congress, suspended the constitution and purged the judiciary, with the army's backing. He then ruled through a pliant legislature and a National Intelligence Service run by Vladimiro Montesinos, which bribed judges, legislators and media owners. The army's Grupo Colina death squad carried out the Barrios Altos (1991) and La Cantuta (1992) killings, for which he was convicted in 2009.
Fujimori governed as a populist law-and-order strongman rather than a social liberal. His 1990 campaign leaned on evangelical Protestant networks, his 1992 anti-terrorism decrees introduced trials before anonymous judges, and his 1993 constitution extended the death penalty to terrorism. His government's family-planning drive of 1996–2000 sterilised more than 270,000 women, many of whom have said they did not give informed consent.

HistoricalAlberto Kenya Fujimori (1938–2024) was president of Peru from 1990 to 2000. The son of Japanese immigrants, he trained as an agricultural engineer and mathematician, became rector of the National Agrarian University and, as a political unknown leading the new Cambio 90 movement, defeated the novelist Mario Vargas Llosa in the 1990 run-off. He inherited hyperinflation and the Shining Path insurgency, part of a conflict that Peru's Truth and Reconciliation Commission later estimated killed about 69,000 people between 1980 and 2000.
Having campaigned against shock therapy, Fujimori imposed it within weeks, and on 5 April 1992 he dissolved Congress and purged the courts in a self-coup. Months later police captured the Shining Path leader Abimael Guzmán. A 1993 constitution allowed his re-election in 1995, but his disputed third term collapsed in 2000 when videos showed his spy chief Vladimiro Montesinos bribing politicians, and he faxed his resignation from Japan. Extradited from Chile in 2007, he was convicted in 2009 of human rights crimes, including the Barrios Altos and La Cantuta massacres, and of corruption.

Fujimori had no fixed doctrine beyond pragmatic authoritarianism, and his name now labels the fusion of free-market reform and strongman rule he pioneered: on the 99ideologies three-axis compass, a Traditional Fujimorist. Economically he sat close to the market extreme (+90), privatising and liberalising Peru's economy. On governance he was strongly authoritarian (+74), closing Congress in 1992 and ruling through the intelligence service, and socially he was traditional (−44), a law-and-order populist.

In April 2009 a special panel of Peru's Supreme Court convicted Fujimori as the indirect perpetrator of the 1991 Barrios Altos and 1992 La Cantuta massacres, carried out by the army's Grupo Colina death squad, which killed 25 people, and of two kidnappings, and sentenced him to 25 years. Separate trials convicted him of corruption, including embezzlement and bribery. He was pardoned in 2017, saw the pardon annulled in 2018, was released in December 2023 and died in 2024.
